POKERSTRATEGY is the biggest online poker community and they got that big by giving free starting cash to their members.

They offer $50 free cash to members that pass a basic poker quiz. Members can choose from a selection of poker rooms to receive the free money in.

The quiz is not difficult but it is based on their own short stack strategy, so be sure to read the strategy articles before taking the quiz.
